By Qualcomm's numbers, the Snapdragon 865 chipset will have a 25% faster CPU, 20% faster GPU than its predecessor, the 855 (note: not the plus upgrade). Early benchmark results have appeared in the Geekbench v4 database. There are some scores from version 5 of the benchmark, but they don't seem reliable. It looks like Qualcomm has delivered on its promises - the multi-core and single-core numbers have seen a 22-23% increase over the Snapdragon 855 results. The 855+ chip has essentially the same CPU performance as the 855 and a faster GPU, but Geekbench doesn't test graphics...
